SPR was commissioned by Cardinia Shire Council to develop the municipality’s Towards Zero Community Emissions plan. The project set an ambitious but achievable target of net zero community emissions by 2045, aligned with Victoria’s legislated goal, and provided interim milestones for 2030, 2035 and 2040. SPR prepared a detailed baseline emissions profile, modelled sector-specific projections, and identified the cost-effective interventions across transport, waste, agriculture and fossil gas. The work combined costed capital programs, low- or no-cost regulatory measures, and targeted advocacy to higher levels of government. The plan provides Council with a clear, evidence-based pathway to accelerate early reductions, embed long-term change, and track progress towards its climate goals.
