
SPR was commissioned by Energy Consumers Australia to identify clear, actionable reforms to elevate consumers’ role in the energy transition and support the delivery of consumer energy resources (CER) at scale. SPR undertook a desktop literature review, analysed the policy landscape, ran targeted engagement, and facilitated a workshop with Energy Consumers Australia’s CER Expert Panel to prioritise and develop policy options.
SPR delivered a final report outlining a set of high-impact reforms, providing key policy features, high-level quantification, and the rationale for each. The report also outlined practical implementation pathways and advocacy steps to support the reforms being realised.
