The NSW Government is currently investigating whether to introduce minimum energy efficiency rental standards (MEERS). SPR was commissioned by Energy Consumers Australia to analyse the potential consumer benefits of these standards across the state. SPR profiled all 93 NSW Legislative Assembly electorates by renter prevalence, rent stress and the thermal performance of their housing stock. Using these profiles, SPR estimated the bill savings renters in each electorate could expect under three policy scenarios: a building shell upgrade, the addition of efficient electric heating, and the addition of a heat pump water heater.
