
SPR was commissioned to estimate refrigerant gas emissions from ACT Government operations in 2024–25 and project annual emissions to 2050 under multiple transition pathways. Using an intensity-based approach aligned with the ACT Greenhouse Gas Inventory IPPU framework, SPR quantified emissions from the Government's building portfolio, covering commercial air conditioning and refrigeration, and its light and heavy vehicle fleet.
Three scenarios were modelled, all consistent with the AEMO's Step Change: a no-policy reference case reflecting national HFC phasedown settings only; a business-as-usual case incorporating the ACT Government's Electrification of Government Gas Assets program; and an accelerated transition scenario applying low-GWP refrigerant thresholds to new equipment installations, illustrating a range of plausible emission trajectories through to FY2050.
Alongside the technical report, SPR delivered a companion Excel workbook that implements the full methodology in a traceable, auditable format, allowing the ACT Government to update assumptions and test alternative scenarios as improved data becomes available.
